The British court always dress in gala for state banquets, whatever their guests decide to wear. The Queen usually do not wear the grandest jewels for such Presidential visits, however. Probably an all-diamond tiara and a modest necklace.
I find it likely that the Chinese President will wear business attire or a Chinese shirt. His wife, however, might show up more glamorous-looking than previous Chinese first ladies.
