The match is with the Regal Circlets of Queen Adelaide and Queen Victoria, using four fleurs de lys and four maltese crosses. [The State or Diamond Diadem has four floral elements in place of fleurs de lys and is not a match.] The eight elements on the Regal Circlets were held by clips and were detachable. But Queen Alexandra would have had access to both the Diamond Diadem and the Regal Circlet from Queen Victoria. It was the Regal Circlet that matched the piece Queen Alexandra had made, or so we believe. But….. I wonder if the "missing" elements did match the floral elements of the Diamond Diadem and were not fleurs de lys at all. I do think there are still some puzzling aspects to the Malteser tiara of Norway. ***Correction by edit: I see that Roberts 2012 is quoting from a Garrard ledger about the circlet made for Queen Alexandra with fleurs de lys and crosses.
