This book is based on a Cartier exhibition mounted by the Kremlin Museum for which Cartier supplied objects and photos from its archive.
On the third page (on the left hand side) of images available in the preview there is a different photo of the necklace. The caption clearly states that it is a necklace cum corsage ornament made in 1904 for Queen Alexandra.
It seems to me that it is highly unlikely that Cartier would have incorrect information relating to two separate photographs, or that two separate authors and exhibition curators would confuse labels/captions.
