The second photo is actual taken on 11-25-1949 at Villa Guardamangia (From a Jubilee magazine put out by greatbritishlife.co.uk p27). Prince Philip was stationed in Malta from 1949-1951. I believe Bryce is right about it being the Sapphire Flower Spray brooch.
