Yes you are correct Beth, in 1901 Queen Alexandra wore the fringe brooch at her neck. Here is a photo from the Royal collection:

Your other photos of those large diamonds at her neck & in her hair are very interesting......will keep us busy trying to find them.....perhaps ended up in the Norwegian regal coronet?

: The image I posted of Queen Alexandra was, I
: believe taken in 1908, and is a detail from
: photos taken at the State Opening of
    : Parliament.
    :
: Visually, the arrangement of diamonds in
: front of Queen Victoria's small diamond
: crown seems to correspond with a description
: of part of a form of headdress worn by Queen
: Alexandra to the opera in 1905.
    :
    :
: I suspect that the diamonds in front of QV's
: small crown may be those worn at Queen
: Alexandra's throat for the Opening of
: Parliament in 1901, but I am not certain of
    : that.
    :
: [Edit: I now recollect that Queen Alexandra
: wore Queen Victoria's fringe brooch (aka
: waterfall brooch) at her throat for the
: first Opening of Parliament by Edward VII. I
: am not certain when the photo below of Queen
: Alexandra was taken as I don't think the
    : newspaper gave a date.]
