Yes, it is an unusual situation in Romania, since the decorations awarded by the Royal House are permitted by the government, and indeed some government officials, even prime ministers, have received royal decorations. I think I once read that there is a similar situation in Portugal, where the government allows portuguese citizens to receive and wear the Royal dynastic orders (except when wearing military uniform). But in Romania it goes a step further, because King Michael has been able not only to award the dynastic orders that existed during the old regime, but also to create new decorations since his return to Romania that had never existed before. These also are accepted by the government for Romanian citizens to receive and wear on all appropriate occasions:

The Order of the Star (which is one of several orders of the Republic) is a re-creation, but not a revival of a state order that existed in the days of the monarchy. Its insignia are based on the old order, except that all the symbols of the monarchy have been replaced by symbols of the republic, but it is not connected to the old order in any other way. King Michael was the Sovereign of the old order during the time he was on the throne, but following the custom of other deposed monarchs, he chose only to continue awarding the dynastic orders of his house, and considered that the state orders had been lost together with the throne. As far as I can tell, Prince Radu is the only member of the family who has received a decoration from the republic. He received the medal of the Order of Merit.

: The Grand Duke is wearing the collar of the
: Order of the Star of Romania, the republic's
: highest decoration, and I think you already
: knew his star is of the Luxembourgeois Order
: of the Golden Lion. On the Wikipedia page
: (link below), the highest class of this
: order is listed as "Grand Cross with
: Collar", but I looked it up in Burke's
: World Orders of Knighthood and Merit, and
: there top grade is listed simply as
    : "Collar", which possibly means
: there is no sash or star in this grade, and
: that might explain why he wore his own star
    : with it...
    :
: edit: the link didn't work the first time
