All that I know is that the Court Circular recorded Queen Victoria wearing it on several occasions over the years following the Prince Consort's death.
For example -
The Times 8 March 1867 when QV attended a Court. HM was probably wearing the Oriental circlet on this occasion
and Times 22 March 1871 for the wedding of Princess Louise
