I think Arthur is correct and that Queen Mary was wearing the anchor brooch given as wedding gift on her hat, but I also think she must have substituted diamonds for the two darker stone originally in the brooch. They are very clear in her wedding day photo; yet absent on the anchor brooch on her hat.
