If Queen Mathilde knew in advance - and I'm sure she did - that Empress Michiko wouldn't wear a tiara for this gala evening, it seems a sensible and perfectly understandable decision not to choose her largest tiara herself. An act of courtesy rather than lack of appreciation for the occasion, IMO.
