A couple of pics of Queen Elizabeth II’s contemporary gold, diamond and emerald tassel set worn for The Order of The Thistle ceremony. Was it ever determined when she wore this set for the first time and who gave it to her?
Yes, on a thread that may still be on this board, I am not sure, it was established, by Baxter, that this set was first worn by The Queen to the return banquet hosted by Sheikh Zayed of the United Arab Emirates, when he paid a State Visit to the United Kingdom in 1989.
I therefore refer to this suite as 'The Queen's Sheikh Zayed of the United Arab Emirates Emerald Tassel Demi-Parure'
It consists of a necklace and earrings both with the diamond tassel motif with emerald pendants; and there is a bracelet to be worn en suite.

She also has a sapphire set that she wore in 2002 to visit Downing St. Any ideas on that one please ?

Following the same line of thought, possibly a gift from Saudi Arabia, as QE II wore it at the state banquet for King Abdullah of Saudi Arabia in 2007:
