I heard a little bit of the all-traffic station on line and it sounded like it's a lot of fairly young voices working it. Good stepping stone for an aspiring newsie or announcer, similar to Skywords traffic. It's a relatively cost-effective format to operate compared to the current AM640 lineup. Plus, as has been mentioned, with T.O.'s 24/7 traffic patterns and 640's almost non-existent listenership (aside from the Leafs), why hasn't Corus made the switch by now? They already have the template from their Vancouver station.
