Like Larry, I was there when the regs came in (January 18, 1971) and looking out for any possible "other" Cancon to add at CKLB. We'd sneak in things like Mason Williams' "Sunflower" because Denny Vaughan played the concertina solo on it...
One area that hadn't been given much consideration was Nostalgia, since hardly anybody except Ray Sonin was going to play recordings from before 1950, although there were a lot of songs that qualified and still existed in contemporary versions. In the early 90s I was programming a syndicated show called "Real Radio" and I had lengthy telephone conversations with Sjef Franken, to determine what criteria the CRTC would consider for Canadian performers who'd left the country and made recordings in the US or UK since there was virtually no recording industry in Canada in the 30s and 40s. Dick Todd was one example..he made exactly one record in Canada. We settled on a 5-year period during which he couldn't have changed his citizenship, which gave us all his recordings up to 1942 when (a) the ban took effect and (b) he went off to war. Guy Lombardo we decided was good till about 1930 but brother Carmen was good as a composer till the late 30s. Robert Farnon retained his Canadian citizenship so he was countable up to a point (1-part okay through Jan. 18/72).
