Not to sound harsh, Andy but I think it's time you hired a talented radio engineer, at least on a part-time basis.
I know you're running a small outfit but there are out of work engineers out there who would be happy to work with you as you can afford it.
There are too many suggestions as to how to get phone audio on the air.
But it's still going to be phone audio.
There are much better solutions that won't annoy your listeners.
