In the US, internet and satellite streams can all be encoded. Generally, only AM/FM and satellite stations have bothered. There are no internet or satellite stations whose *individual* streams would make the minimum reporting standard, except Howard 100.
Since most stations run separate ads on their streams, the internet broadcast is counted on its own, independent of the terrestrial signal.
In New York, the streams of WLTW and WHTZ beat a few of the OTA signals.
