Muted audio - a PPM limitation

...writing about Portable People Meters, not Peak Program Meters just to avoid any confusion... I was drinking coffee at a cafe near home and they had a large screen TV showing one of the cable news channels with the audio muted on Sunday, and I realized how many cafes, food courts, office reception areas etc. have TVs now but have the sound muted. How is this exposure accounted for with the PPM system, since a muted TV can't pass the in-band audio tones that the PPMs use?
