In An Era Of Noon News Cutbacks, This Network Is Adding One

It's APTN, the Aboriginal Peoples Television Network, which is beginning a noon newscast across the country. 

“We have been wanting to bring this back for a very long time and it’s been a shift from other media outlets out there where they have been decreasing shows across the country. So, it has been a very exciting time for us to be bringing this back and having daytime news for our Indigenous, Metis, and Inuit listeners that are across the country,” explained [Charmaine Straker, Executive Show Producer.]"

If a place with such a restricted budget can do this, why can't Bell restore more of theirs?

Mandatory basic cable carriage at a relatively high fee that generates $39M/yr is the opposite of a restricted budget. (and they still manage to lose a bit)
