Riding ATV's on Topsail Island

This weekend I was walking along the north inlet and noticed dirtbike tracks in the sand. Are atv's allowed where there is vehicle access? Can I jump the small dunes by the water? Also on the north bridge I noticed an island where people were riding, looked like a small track with a couple jumps. Is that public land and could I ride there?
