I agree that those restrictions this cruise ship imposed weren't very hospitable. And to my knowledge, cruise ships aren't regulated(smoking-wise) anything like how airlines are, when the FAA did prohibit smoking on commercial airline flights for good during the 1990s. (and of course, started with limited numbers of flights in the late 1980s, all thanks to a guy named Dick Durbin who started as a Congressmen, and is today in the US Senate) I believe there are no federal smoking regulations in regards to cruise ships, and that any smoking regulations are still pretty much left up to their owners.
Still though, compared to what state antis in Illinois got away with last year by passing a very extreme state smoking ban, I'd kill to be able to smoke inside a bar or a casino again. (and despite that I feel this boat should've accommodated cigar smokers at least somewhere indoors) Thankfully, state lawmakers in Michigan, Wisconsin, and Indiana have continued for now to be sane enough to resist imposing unnecessary state smoking bans on their private businesses, unlike Illinois, Ohio, Minnesota, and most recently Iowa.
