Bluntly: I don't want to smell the breath of someone who just smoked (or who chain smokes) any more than I want to smell the breath of someone who has just eaten a steak dinner with a salad topped with bleu cheese dressing, or the breath of someone who woke up too late to bother brushing their teeth.
If you're in public and you breath (or your body) stinks enough to make people wrinkle their noses at your presence, that's hardly their fault. Yes, the guy's comment was rude, but there's no need to invite such ridicule when it's so easy not to offend people with foul odors. That's what breath mints, gum, toothbrushes, and moderation are for.
