I assume he wants to prove to the satisfaction of the health carrier that you are non-smokers.
The way I would deal with it is that the blood work might be used for other reasons such as genetic profiling, which while I don't think it is universally illegal, it is a practice that is supposed to be disclosed.
I would tell your husband that you don't want to give blood as the potential for misuse by the insurance company is too great. They might be looking for cancer, diabetes and other DNA markers and not even tell you if they are there. Or, they could tell you and if that happens then you could get screwed applying for life insurance since you know you have a predisposition. Literally, once that blood is drawn, they can't put it back into your veins so I would not do it.
