They rejected my claim. 
Somehow I knew I'd be unlucky.
They basically changed the rules in the middle of the game. What it comes down to I guess is...I didn't warn the City about a particular chuckhole amongst hundreds of other chuckholes before hitting it and destroying my wheel.
