freelander no brake lights

I have checked the tailight bulbs and fuses. All working properly. I also had the brake switch replaced. I still don't have any brake lights. (Tail lights light up when the headlights are turned on.)
Any suggestons other than being ripped off by the dealer who wants to charge between 100 and 300.00 just to tell me what is wrong?
