Yes. My 99 Disco II does the same thing. I have found that I have to stick the nozzle in to the hole about 1/2" to get it to fuel without kicking off the nozzle. Look under the rear panel at the hose going to the gas tank and make sure it is not kinked. I also worry if it is obstructed. These rovers are something else.
