Disco II 18" rim change

Considering moving my 2003 Disco II 18" rims off to 17" rims for BF goodrich TA's. They make a TA for 17" rims, but not for 18" rims. Is there a factory wheel swap that makes sense brake-wise as well as fit wise? Is my only option a lift kit, and a different type tire?
This is for mostly snow and mud. I need to get to some pretty remote work locations.
I appreciate it. The pizza delivery guys at the tire store are a little in the dark. The dealership says "we can only reccomend the factory wheel that shiped with your rig". My current 2000 Disco with 16" rims fits the TA's just fine, no lift, no hassle.
