95 Discovery Diff Lock

I just got a 95 discovery, and I've been trying shift the Diff Lock/Low/High gear but it's soo tight and wont move. I tried everything according to manual ie. while enigne running and on Park and while moving at 5mph. but it's so stiff. any suggestions
