tire pressure

The recommended pressure for Disco I is 28 PSI front, 34 PSI rear. Every time I go to a mechanic and they do work on my tires I find that they inflate them, front and rear to 34 PSI. My inclination is that they do that because with most cars front and rear pressure are the same. Any one has an inkling why 28 in front is recommended? Seem pretty low to me!
