parking lights?

i'm a new owner of a '98 discovery, and i have a question about my parking lights.
when the light switch is in the parking light (mid) position, the amber lights do not light up, but ONE of the headlamps comes on dim (dimmer than when it's "on"). when the headlights are turned on full, the amber lights do not light either.
the amber lights work fine as turn signals, so i'm assuming it's not the bulb, but a fuse.
what is the "normal" way the parking/driving lights supposed to be lit?
