double dipping

I know there is the popular debate over double dipping. I like the large yellow spatula from Berins but am opening my own business and read in the Montana Cosmetology Labor Laws this regarding storage and handling of products:
(b) dispensed from containers to prevent contamination of the unused
portion, either by use of pump, spray, or single-service spatulas.

Should I take this as in Montana they do not allow the use of the plastic spatula because it is "double-dipping" and therefore "contaminating" the wax?
