Generally if you can't get the strip to pull off it is because you did not get the wax all the way through the hair to the skin. So make the skin firm, and use good pressure when you are applying the wax and that won't happen again. Although it is sooooo much fun when it does.
And yes, cold can make the wax not release from the skin (JMR post). Just rub it with your entire palm once or twice to warm up and you should be good to go.
