This condition is called an ingrown hair.
there are many causes. some are systemic or genetic and some are tight clothing and over exfoliation.
Wether you "lift or extract" them is up to you. It is also a judgement if you are trained and comfortable with extracting an ingrown hair. I generally leave them alone if I have to break the skin and/or it is infected. I generally take them if I can see I can do it with out causing damage or bleeding.
Gentle exfoliation and the proper products are manadotry for preventing and dealing with ingrown hair.
Waxing can cause ingrown hair if too much skin is removed with the wax. This is why we use oil--to protect the skin. we are also careful not to agressivly rewax an area over and over.
We always reccomend that our clients wear loose clothing after a wax and to wait a day or two to gently exfoliate. and to exfoliate a few days before the treatment. It will take some time to overcome an ingrown situation.
