It seems like breakage to me. If you were careful--perhaps you were too careful. A degree of speed must be used to have the strenght of momentem in epilating the hair.
Having the strips too wide will also cause breakage becuase the force of the torque is spread too wide and the hair breaks. IE wider then you or the hair can handle.
It is also important to get a good stretch on the skin so that it is taut and the hair comes out better.
Another possibility is that the hair was stubble from a previous shave.
I am going with the too wide too slow
Either way and reguardless of the cause, it takes a least 4 waxings over 4 months to have the long lasting desired effects.
Coarse hair just needs to be taken in narrower sections.
