I would just tell her that due to her constant cancellations costing you income you are no longer able to wax her. If she puts up a fuss just pleasantly say that you wish her well. Then say goodbye and hang up the phone. Do not get into it with her. She will be shocked but it will be the truth and you will be done with her.
I've only had to do a handful of times but it's definitely worth it for both your peace of mind and bottom line.
