You could use Clear It for breakouts. (part of my Tu'eL line, pretty good sh*t, if I do say so myself) 
However, if you are buying hydrocortisone over the counter and not from a doctor under the table then it falls under a non-medical category.
Prednisone give it 2 weeks ish. You should be able to tell from your skin.
