Once JMA logged in a complete lat/lon position, it's now considered a 30-knot system. I believe they pegged it at 25-kt, but you cannot see the wind speed on their high seas warnings - that's only my hint. Actually, PAGASA released their first warning on the web around 12:30 PM. As far as your question, it's the discretion of JMA's forecasters.

As of now they're down, so I got the bulletin on their automated audio voice report via PLDT.
They have the go signal as well as all the other agencies. ![]()
