Hi Kevin,
I believe there are some systems that passed below Southern Mindanao, but that was during the 1800s. I've seen it way back when I was still in elementary via Asiaweek magazine. Unfortunately I lost the magazine, misplaced.
I think the closest will be STY Kate of October 1970. But it went NW right away before making landfall over Davao peninsula. See graphic below
