Latest wind shear product reveals a slight weakening of the shear, that's the reason why a CDO is beginning to grow and expand near the lat/lon of PAGASA's position. If the shear continues to weaken, then we could see HENRY becoming a minimal TS. Next week, ECMWF is predicting HENRY to be a typhoon over the SCS. Let's see. Regards too!
