I Agree with you titojt... The eyewall of Milenyo remained intact as well as the cloud-filled eye when it passed over Metro Manila, no wonder it is still indeed a Typhoon. Luckily for PAGASA only a few listened to their bulletin in which they downgraded it into a Severe Tropical Storm...or else lots of criticisms will arise.
