Actually Cebu are now under warning for possible effect of Minimal Storm Utor/Seniang. It is expected to reach a C1/C2 before hitting Samar-Leyte Area. A strong Ridge over Japan pushes this system more on a W tract. Other than this iam watching also another one E of Guam (based on 850 vorticity wind increases). Lets find out if this will develop into another system.
