unexpected 24 hour continuous rainfall last Dec. 19-20 caused flashfloods exacerbated by a high tide at Bacolod and Talisay City in Negros Occidental. Hardest hit were Barangay Banago at the coastal area and nearby Brgy Mandalagan with average flooding of up to 5 feet with the highest at 6-7 feet in some areas. The floods lasted for just a span of 2 hours which left more than 100 houses totally washed out. Posh subdivisions like Santa Clara, Villa Valderrama and Estanzia had waist to chest deep raging waters beinging mud, stones, plant debris and even garbage. The stretch of Lacson St. was under water for 3 hours and was transformed to a sea of mud, sand, stones and plant debris. Our Lady of Mercy Specialty Hospital's 60 patients from the Medical, Surgical and Pediatrics ward were evascuated to higher floors with some of the staff narrowly escaping the fast rising waters thru windows. The Doctors' Hospital-Bacolod was also flooded with clinics, cafeteria, grocery store, records and administration soaked in brown mud and water. No deaths were reported.
