Had a meeting with PAGASA yesterday
Apparently it is because the warm water is further east in the Pacific, so the typhoons do not reach the philippines, but start to go north east of the philippines. drought is caused because about 50% of the rainfall in Panay say is due to typhoon, so with less typhoons drought is more likely.
