I was startled to see yesterday after a clear sky afternoon, a very heavy rain followed that night. I tried to take a look at NOAAA's MTSAT and not even a small dot of yellow shows there and I thought it was already Emong.
I was just wondering why PAGASA isn't issuing warnings about Emong?
