PAGASA just downgraded Tropical Storm Nangka into a tropical depression, but other international weather agencies like JMA at JTWC still recognize this system as a tropical storm. Even before, I am so confused with PAGASA's reports about a storm's intensity and track. The best example will be Typhoon Milenyo, which they downgraded into a tropical storm even if it still remained a typhoon upon landfall.
