Yes, depending on the strength of El-nino... remember 1997-1998 El-nino phenomenon, there were fewer tropical cyclone cross our country. Even if there's any... most of them either weakens or die because of drier air entraps to its circulation because of insufficient moisture available over both lower and upper troposhere. Because warmer water travels or stall more to the east of International dateline... more tropical cyclone developing further east but... they become more stronger and its life span become longer because they travel more to the open ocean and not much land mass can interrupt its intensification... that is why more stronger tropical cyclone happens during el-nino.
