I just watched ANC and I witnessed how the Director of PAGASA identified these two storms.

They were identified as CLOUD CLUSTERS by the director of PAGASA. Tinanong pa ng news anchor kung yung dalawang depressions na makikita sa screen ay papunta sa Pilipinas. (Yung mga tracks sa taas show that they will traverse the general Philippine direction). Tapos ang sagot ng direktor na ito, cloud clusters lang sila at hindi mga depression.
It's is clear that PAGASA needs to be modernized. Good news is the top advisor of PGMA advised her to modernize PAGASA.
I remembered where ST Rosing came from. Parang pareho ang pinanggalingan ni Rosing at ng 2 depressions na ito.
