The effects of La Nina is forthcoming. I've noticed that once a condition begins, the effects will be in 1 to 2 months. Latest Aug NOAA Report confirmed JULY was the start of an LA NINA CONDITION.
THis year is very similar to 1998. 2007 is not abrupt.
Check this table of all past Abrupt shifts from El Nino to La Nina:

So far, its 1988, 1995 and 1998. SO LET'S WATCH OUT THIS FALL. Especially the eastern coasts of the country.
