Oh, i see it now. It's a tropical system embedded in the Kona Low's circulation. The surface low (LLCC) appears to become decoupled with the deep convection due to shear. I guess it will be absorbed into the Kona Low and that will be the end... JMA acknowledges its (98C) presence and flagged it as a tropical depression.
