There is no formal name for that. Wind Convergence is a weather term created only by PAGASA. Actually some met books mention ITCZ with different names such Monsoon Trough, Doldrums, etc. The real convergence (ITCZ) is located off Indonesia (southern hemisphere).

It's simply NE Monsoon over Luzona and Northern-Eastern Visayas and the Easterlies moving across Mindanao and southern Visayas.
