PAGASA's Philippine Typhoon Names

I'm just wondering why is UNDANG still in the new list of names. I thought if a typhoon causes 300+ deaths and (or?) 1 billion pesos in damages, it is scrapped off the list. Why was "Harurot" scrapped off? I'm not clear when do you scrap the name off. Is it when both standard death toll "AND" damage are reached or is it when a typhoon reaches the standard death toll "OR" the standard total damage cost? still wondering. I cant email PAGASA or send them a message kasi walang email addy or guestbook man lang sa website?....PHIVOLCS is a lot better. Thanks
