No, it will not affect the Philippines although Batanes and Cagayan might be under the SW-S Outerbands of HAITANG/FERIA - so they can expect some rainshowers and gale winds beginning Sunday. The country of Taiwan is going to face this tempest. All of the forecast models predict HAITANG to make landfall over there.
We hope and pray no lives will be lost.
