Minus the floods, 80% of Cebu was a total wreck after Ruping last November 1990. It took 4 months before a majority of the metropolitan recovered. While Cebu took a direct hit, New Orleans was only grazed (by the eyewall)but its geographical situation made this city into a death trap. Imagine if the following cities were similar to Cebu right now during the following typhoon passages: Naga City (Sening/Joan-1970), Surigao City (Nitang/Ike-1984),Legazpi City(Sisang/Nina-1987, Roxas City (Undang/Agnes-1984), Daet (Rosing/Angela-1995)....how destructive could be the outcome?
